Awesome Recipe! I created this last year with a tweeked version of mom-in-law's German Chocolate Frosting. Very easy, don't let the prep time fool you - just keep reading. I get requests for it all the time from nutty chocoholic friends.

Filling: Cover UNOPENED can of milk with water in pan, cover, boil 1 hour. Milk will turn into caramel. In heavy pan, mix contents of canned milk, and the rest of filling ingredients and cook over medium heat for 12-14 minutes, until mixture becomes very thick. Cool and set aside.
Cookies: Preheat oven to 325. Min butter, sugar til fluffy, add eggs, mix well. Add salt, baking powder, vanilla and milk. Mix well, scrape down side of bowl. Add cocoa and mix well, scrape down sides. With mixer on low, add flour just until completely mixed.
Roll into walnut sized balls, roll balls in sugar, place on parchment lined or lightly greased cookie sheet. Put dent in middle of each cookie with thumb or middle finger. Bake for 8-10 minutes, cookies will still be soft. If dent disappears, re-dent after baking. cool in pans a few minutes.
After cookies have cooled, Fill each with 1/2 - 3/4 tsp filling.
Chocolate Drizzle/cover: Melt chocolate and shortening over low heat, stirring constantly. Drizzle or cover with melted dark chocolate. The chocolate will keep the filling from drying out if you won't be eating them for awhile - but that never happens in my house.
These Freeze very well
